On April 28, 1998, a Federal Jury in Washington, DC awarded Fogg a Landmark Four Million Dollars in compensatory damages for Equal Employment Opportunity (EEO) and Title VII violations of race discrimination he suffered in the workplace. This verdict is the largest individual award in the history of Title VII for a Federal employee. *Thomas Penfield Jackson, the presiding judge is nationally known as the presiding judge in the famed, “Microsoft Anti-Trust lawsuit ”.
Today Fogg still continues
to rise above the negative impact of his circumstances, as his litigation
remains open. His federal court victory along with his Equal Employment Opportunity
certification and assignments to conduct collateral duty counseling and
investigations in the USMS has given him the courage and skills to attack
institutionalized racism and “Blow the
whistle behind the Blue Wall of Silence.” Fogg is now the Chief Role Model for other law
officers who want to come forward
and are afraid of the internal retribution but, seek justice and equality
behind a badge.
Chief Deputy Fogg has been a
guest speaker and performed workshops to large and diversified audiences across
America on Civil Rights issues involving law enforcement. He is a member of Blacks In Government's
(BIG) Legislative Task Force, NAACP Federal Sector Task Force, National
Organization of Black Law Enforcement Executives (NOBLE) Civil Rights Committee, a member of the Senior Leadership Committee
(SLC) task force and “Stakeholder” for Vice President Al Gore's National
Partnership for Reinventing Government in conjunction with the U.S. Equal
Employment Opportunity Commission.
In June of 1998, he was interviewed
on Cable Network News (CNN) to offer
expertise in law enforcement tactical operations labeled by CNN as the largest
police manhunt in American history after three Cop Killer suspects escaped
arrest and disappeared into the tri-state mountains of Idaho, Utah and New
Mexico.
Fogg has testified before
the United States Congress on several occasions to include the national topics
of Police Brutality, racism in law enforcement. On May 18th, 2000
Fogg testified before Congress on behalf of the National Commission to Reform
Americas Drug Policy and criminal penalties. Fogg has addressed distinguished audiences at
the National Press Club in Washington, D.C. and many other high profile
engagements.
On April 22, 2000 Fogg was
again summoned as an expert witness on CNN television to discuss the federal
agents tactical operations in the Elian Gonzalez seizure in Miami Florida.
The following, May 3rd
he was featured on Black Entertainment Network (BET) with host Tavis Smiley. The topic of discussion was racism
inside the U.S. Marshals and U.S. Customs service and how law officers are
treated by their colleagues after “Blowing the Whistle” on crimes behind a
badge and the effect on citizens by racist law officers.
Today Fogg is continuously
called upon to expose the bright and dark side of law enforcement. He is the
Executive Director of CARCLE, an organization he formed to combat police
corruption and misconduct in the line of duty. He is a spiritually centered man
with a twofold mission. To boldly speak-up for the good deeds of courageous GOD
ordained law officers and cry loud and spare not against racism, corruption and
brutality which seeks to hide itself under the color of law and a badge of
justice. Fogg recently co-authored a major comprehensive policing plan for the
City of Baltimore Maryland title, “The Peoples Plan”. This plan
addresses specific concerns by the citizens in several Town Hall meetings and
surveys involving law enforcement procedures to reduce crime on both sides of a
badge of justice. Finally, Chief Deputy Fogg has adopted two important credos:
